The reuse ledger

The reuse ledger records where each conref and key reference went, so you can confirm that a value still changes in one place after the migration.

Before conversion, MANIFEST replaces each conref, key reference, condition and ID with a numbered placeholder and writes it to the ledger. After conversion it checks that every placeholder survived exactly once, then turns each one into its MyST form:

The counts on the run detail must match: conrefs in the source against includes and substitutions in the output.
